I highly recommend the Perhentian Islands, and in particular Bubble Dive Centre. Bubbles is by far the best dive shop, offering a real local feel. They're very conservation-minded and offer an amazing dive service with unique knowledge of the local dive sites and a really friendly atmosphere.
