Even if you only go to Puerto Rico for the sun and the beach, this little bit of culture and history would be good to include in your trip. The colorful, old buildings are beautiful, there are some legitmately unique shops and plenty of cheap tourist stuff if that's what you need, and the forts are much more interesting then they might seem. I've walked through them on both my trips to PR, and even though they seem old and boring, I would go again the next time I'm there. They do cost a bit to get in, but I don't remember it being outrageous. When you get tired and hungry from all your walking around and exploring, there are sooo many good restaurants to choose from (we chose Toro Salao, and ate outside, and it was perfect).
