Barclay Hotel is said to be the most exclusive hotel in Tartu's Old Town.. Granted, it does have a pleasant location overlooking a small park. By European standards the rooms are very small and the rooms are typically Soviet - sparse but functional - but that's the attraction. You really feel that you have stepped back to a different era and here in lies the charm. Staff are particularly formal and at times icy. Until 1992 the building was the Soviet Army Headquarters and one of the double rooms belonged to the leader of the Chechen Rebels - maybe charm is not the right word!
