The week that we were there, a large conference was taking place next door at the Hilton and, as a result, the hotel was both completely booked and always empty (the conventioneers were always at the Hilton, not at the Outrigger's beach or pool). The pool had a decent slide and was never crowded. Pool attendants were generally very prompt.
We did not book any activities through the hotel, so I can't comment on their helpfulness, but there was a desk in the lobby. The shops across the street also had several tourist desks.
All in all, the Outrigger was a wonderful choice for our honeymoon. The room was nice and had a fabulous view and the staff was helpful. The location cannot be beat (fabulous beach for snorkelling, several boating activities available, shopping, and dining a two-minute walk away), and certainly was good bargain compared to many of the other area hotels/resorts.

To get to the beach is a short walk past the historic fish ponds and by the petroglyph areas (ancient Hawaiian carvings). These are interesting sights but could also be deadly hot during the sunny afternoon to past through. There are plenty of beach chairs and a water activity desk in this area.
