Staff doesn't control the hotel

I was there for a weekend. A large group of people had "taken over" the hotel. Teenagers were running up and down the hall, shouting, banging on doors and so on. No adults seemed to be supervisng them. This went on most of the day untill nearly midnight on two successive nights. I spoke to the front desk and they just shrugged - the clerk looked almost afraid.
I had to wear headphones in my room in order to be able to concentrate. Even then, it sounded like someone was knocking on my door.
Breakfast was poor; no fruit, almost no cerial. TV in the room is small, but functional. Also, they do not have an elevator, if that is a consideration.
