We recently stayed 10 nights at the Taipei Fortuna. The location was good. The desk clerks were very pleasant, but sometimes it was hard to make ourselves understood. Their English was not strong; our Mandarin was even weaker. The hotel appears to cater to groups of Japanese travelers. The hotel offers a free breakfast buffet, but most of the food is Japanese. The hotel is in desperate need of renovation. It is shabby, but relatively clean. As the saying goes, you get what you pay for. We saved money by staying here, but next time we'll pay more and stay somewhere else.
