Oruru is a very cultural, old, traditional city, and in carnaval time the city comes to life, the only time to travel to Oruru is for carnaval because the city blossoms, any other time of the year i would say would be a waste. Carnaval has some very romantic traditions.

Quick Tips:

The city is 12000 feet above sea level, so if you come from lowland like i did, your body would have to adjust. Try not to eat too much and stay away from alcohol until your body adjusts, usually takes from 2 to 4 days depending on the individual. Also around carnaval time, prepare to get wet, especially females. Town boys, usually in their teens, throw water ballons on all the girls. Don't know why, but later on the carnaval everybody gets wet. There's a big water fight one day. The other days takes on different themes.

Best Way To Get Around:

Like a lot of Latin American cities, taxis are everywhere and very cheap. I would suggest that before boarding the taxi agree with the driver on the fare that he is going to charge you. Obvious tourists usually get a mark up fare. That's everywhere though. Well, this place too.

Restaurant

The menu consists of Argentian meat cuts and some local cuisine, and anything that is widely popular in South America. The wait staff is very attentive, willing to please, and to me the service was better than the food. I'd give the food a b+, the service an a+!
