Manila's shopping mall culture rules. I always suspect this is because aside from malls, there is pretty much nothing to do during the day in Manila. The government does not make an effort to curb air pollution, thus making parks and promenades unhospitable to pedestrians. The national park, Luneta, has long since fallen into despondent disrepair.
