Skip the Horizon. It is the cheapest, but an insult to buffets (ugly dining area, crappy food).
Harvey's does a little better, but is a little bland. The seafood buffet should be left for the tourists, as it is overpriced.
Harrah's is pricy (>$20 each for dinner) but worth the trouble. They have diverse entree's of high caliber.
The best, however, is on the other side of the lake in Reno at the El Dorado (this is better than anything in Vegas- I checked)
