The Buffet here is horrible! I have been to Philip's in Ocean City and it is so much better than this location. For $26.95 it is not worth it! The buffet only had snow crab legs. No crabcakes, no lobster. They had tiny fried shrimps, chicken, halibut and some other fish I have never heard of. That is not a "Seafood" Buffet to me. I would never ever go back here. The food was not tasty! The Edy's ice cream in the end was the best! Maybe the Philip's Restaurant is better, but the Buffet ruins the name!

Phillip’s restaurant occupies the end of the Harborplace buildings closest to the Maryland Science
Center. It is the building parallel to the USS Constitution. There are four dining areas, a big
room taking up the entire end of the building, an outside patio, a more intimate room under the
stairs, and a take out counter to the left of the stairs.

We visited Baltimore fairly often, mainly to have a crab cake sandwich for lunch at Phillip’s.
There are two types of crab cakes, red and white, the color being determined by the amount of
crab seasoning (available in cans as “Old Bay Seasoning”, or add paprika and/or chili powder to
McCormack’s widely available Season All). We prefer white because the lower quantity of
pepper does not cover up the delicate flavor of the crab, and Phillips sets the standard for crab
cakes.

The crab cake sandwich is straight forward– a bun with lettuce and a crab cake, accompanied by
good fries and mustard and/or tartar sauce on the side– and it is one of finest meals we have
encountered anywhere. Once, for dinner, we broke down and had a diner plate of two crab cakes–
more money, more of the same delicious crab, but there is something about crab cakes on a bun
that rises above naked cakes on a plate. The bun is more than a device to hold the crab cake. It is
an essential contributor to the experience.

I can’t say anything about the rest of their food, which is reputed to be excellent, because we
could never pass up the opportunity to have crab cakes. Neither should you.

We had experienced so many really good restaurants in Baltimore that we went to Phillips Harborplace for a quick lunch on a cold and windy day with no particular expectations. After all, it's in a tourist area in the midst of a shopping district. It turns out we ambled into one of Baltimore's most famous restaurants, a restaurant with a well-deserved reputation for quality at a fair price (although it seems local folk think all the harborside restaurants have gotten too expensive). Located a stone's throw from the waters of the Inner Harbor, the views are great.

I munched my way through a very fresh green salad and truly enjoyed my planked Norwegian salmon served with a very light bourbon-pecan sauce. My fist was fresh and prepared perfectly. Seldom have I had better. I would fly 2,000 miles to have it again! Once again, my husband ordered another plate of crab cakes. He adores fresh seafood. We topped it all off with huge, fresh, and tasty desserts (after all, we'd been walking around all morning). I had a lemon cake that goes to the top of my favorites list.

There was full-bar service. It gets very busy in the evenings, so reservations are recommended for after 5pm. We walked in for lunch without a wait. I'll give them extra points also for very good regular American-style coffee. If you don't want seafood, there are offerings of beef, chicken, and vegetarian dishes. This is something for everyone, including special dishes for children. I put this restaurant in my top three for Baltimore and not to be missed.

Phillips Seafood Restaurant

So why would a person who is allergic to seafood pick a seafood restaurant on the Inner Harbor in which to have dinner on a Saturday night? Well, my best friend just moved to Maryland and was having a hankering for crab, and Phillips is best known for their crabcakes, so I went with the flow. The good news for me is that they also served steak and chicken -- and I mentioned to our waitress about my allergy, so they took precautions and all was well.

When we arrived at the restaurant, there looked to be a long line, but it moved at a quick pace. We waited maybe 15 minutes tops. We were seated at a table where we could look out on the inner harbor.

There was a piano man at the bar singing some of your standard piano man tunes, and we were close to the bar so it was a bit loud, but fun none the less. He later turned into guitar man after a 20-minute break, and that was a bit less disruptive to conversation.

My friend ordered crab legs -- supposedly pre-split, which was not the case when delivered to our table -- and a beer. I had pink lemonade (I've had better) and a filet mignon. I had requested a baked potato, but they had run out (it was only 7pm). Was there a run on baked potatoes?

I'm always pleased when I can order a filet mignon and they know how to cook it well-done while not having to butterfly it (makes it dry), so the steak was very good. The french-fry substitute for my baked potato was ok, but I'd have preferred the potato. My friend enjoyed her crab legs, or so it looked to me, and was excited that she would now have seafood at her disposal all the time!

The bill came to about $60 (the steak was $26.80), and we didn't have dessert. (There's a Cheesecake Factory within walking distance, so we opted for that instead.) Our server was pleasant, but a bit on the slower side. However, as you probably know, good company (a friend you haven't seen in ages) makes otherwise annoying experiences seem not so bad.

I think Phillips is a nice place for seafood lovers, although a bit gitchy (sea horse-shaped shrubbery and souvenir glasses?) for my taste. However, I'd give it a solid 7 out of 10 for the steak alone.

This is a casual seafood restaurant with an all-you-can-eat seafood buffet. The restaurant overlooks Baltimore's Inner Harbor and is located in the mall with other restaurants and shopping. Phillip's is known for its crabcakes and they are excellent. There is a large selection of seafood to fit everyone's taste. It's a very nice place to eat for a casual seafood dinner. Phillip's also has restaurants in Annapolis and Washington D. C., where the atmosphere is a little less casual, but the food remains the same great seafood expected at Phillip's.
