Although I don't fall into either one of these two groups, I like Rehoboth Beach a lot. The beaches are clean and the waves are just the right height. The aforementioned restaurants and shopping are cool. And finally, it's just a 2 hour drive from my new home in DC. I can deal with that.
If nightlife is what you're after, Dewey Beach is the place to go. Dewey is where DC 20 and 30 somethings (and plenty of Philly and Baltimore folks too) get summer shares. The bars aren't exactly diverse - they tend to be filled with white frat boys 10 years removed - but it's something to do. Go with an open mind and you'll have a few cheap beers and you might even hear a decent band. Who knows...

A well-kept public beach, with lifeguards on duty for most of the day. Unlike some beaches in the Mid-Atlantic region, Rehoboth does not require any kind of 'beach tags' and does not charge a fee to use the beach. Parking is in metered spaces - which are VERY difficult to find in close proximity to the beach.
Activities include volleyball, basketball, and a designated area for kite-flying. The water does not really warm up until July-ish, but stays balmy into October.
A nice beach accompanied by a nice boardwalk for when you get tired of laying around!
