Prices in any official store or cigar factory are pretty much the same anywhere you go since they're regulated by the government, so for the casual purchaser, you'll probably be fine picking up a box at the airport or on a tour.
Keep in mind the customs limitations on cigars you can bring back: usually 50 per person. The Cuban officials DO check quite closely for smuggled or stolen cigars, so keep your receipts and don't try anything funny. That said, you can pick up cigars in Cuba for about 1/2 to 1/3 of the price you'd pay in Canada.
