The guide takes you to the foot of the waterfalls. There is a platform called the Hurricane Bridge. If you stand there, you can feel the strong sprays of the water. It is not exactly under the waterfall.

After first acquiring a poncho and special foot wear to give you better traction on the wet walkways, you descend to the tunnels via an elevator. Leaving the tunnels, you wind your way along walkways built on the rocks below the American part of the falls looking up at the cataract. At one point on the tour, you are within a few feet of the water cascading onto the boulders at the base of the falls. It's like walking into a hurricane, with the wind and mist from the falls trying to steal your cheap poncho and soak you. I don't recommend taking an expensive camera, but I placed my digital in a 1-gallon Ziploc bag and kept it under my poncho to get a few choice shots. At the end of the tour, be sure to save your poncho for the Maid of the Mist tour.
